The conference was organized from eHealth Foundation Bulgaria and Ministry of healthcare of Bulgaria. The Minister of healthcare of Romania Dr. Mircea Cinteza was the official guest of conference. The other participants were representative of EHTEL Mr. Marc Lange and representative of European Commission Mr. Ragnar Bergstrom, Deputy Minister of Transport and Communications of Bulgaria Mr. Nedelcho Nedelchev, representatives from the legislature and the executive, representatives from National Health Insurance Fund, Bulgaria Doctors Union, directors of national centers in Ministry of healthcare and hospitals, rectors from medical universities, representatives from non-governmental organizations and from IT industry. In his speech Mr. Slavcho Bogoev underlined, that eHealth is very important factor for modernization of healthcare systems, for more effectively management, for more effectively spending of financial resources and better health services. Mr. Ragnar Bergstrom from the European Commission presented at the conference the "E-Health action plan", which EC adopted in May last year to show how information and communication technologies can be used to deliver better quality health care Europe-wide. The "E-Health action plan" covers everything from electronic prescriptions and computerized health records to using new systems and services to cut waiting times and reduce errors. "This is an ambitious action plan to speed up the benefits of the e-health possibilities into the daily lives of all citizens," said Ragnar Bergstrom. The action plan specifies around 20 practical steps for making better use of information and communication technologies (ICT) within the health care sector, with the goal of establishing a European e-Health Area. Responsibility for achieving these steps is shared between the Commission and Member States. Every EU member state should develop national or regional roadmaps for e-Health by 2005, according to the recommendations set out in an action plan. "Romania's health care budget is the highest of all budgets in the country, yet it is the lowest in the European region," said Romania's Health Minister Mircea Cinteza. "The most important task is to control costs and monitor the efficiency of using money," Cinteza said. He called for state intervention in the sector, as the market forces are not sufficient to support the expenses.
